Runway Conflict At CYUL

May 3/13-An operating irregularity occured when the CRJ-800, flight AWI3625 destined for Philadelphia USA, operated by Air Wisconsin was authorised to take-off while an inspection vehicle was on the runway doing an inspection. The vehicle was at the end of the runway. No corrective action from the crew was reported.
