Privately Registered Cessna T240 – Engine Failure – Forced Landing

C-FXJS, a privately registered Cessna T240 aircraft, was enroute from Calgary/Springbank, AB (CYBW) to Victoria Intl, BC (CYYJ) with 2 persons on board. Shortly after leveling off at FL200 while in Instrument Meteorological Conditions (IMC), the aircraft suffered an engine (Continental TSIO-550-C ) power loss. The pilot declared an emergency and elected to divert to Kelowna, BC (CYLW). During the descent, the pilot leaned the mixture and, consequently, was able to regain partial engine power.
The aircraft executed an emergency landing at CYLW without further incident, with ARFF standing by.
A maintenance inspection revealed that a clamp on the turbo was loose. A new clamp was installed, and the aircraft was returned to service.
